Use the signup email or phone. A profile URL works when that is what they gave you. The report is the public record for that identifier.

Search the company domain or the school domain they typed. Set the search type to match. Read that record against the form, not instead of your own rules.

Most signups stay a search. When one needs a trail, add the person and the organization to an investigation and export a PDF for the review.
